5560X-54F-EI设备作为Leaf角色，偶发出现BGP 邻居震荡的现象
出现BGP邻居震荡情况，且中断原因均打印为(Reason: the peer session was reset by an operation other than manual reset, Error code: Send Notificationcode 6/6)。
针对BGP震荡问题，已定位问题原因为组网中虚拟机IP冲突，触发虚拟机频繁迁移，leaf设备频繁重复执行下发和删除vsi配置的动作，小概率出现vsi配置下发失败触发设备BGP配置回滚，回滚动作会导致BGP震荡。
