H3C S9508E-V启动不了

问题描述：
各位大神，有个问题请教下！
H3C S9508E-V型号的交换机，
升级为s9500e-cmw520-r1728.bin无法启动，原来使用正常的，春节停电后再在启动不了，使用s9500e-cmw520-r1626.bin有时能启动。
而且重设置启动程序会报错，使用高版本的才能设置，旧版本的不行：

我使用TFTP传不了，用串口传了2小时旧版本文件，还是一直在循环启动
我怀疑是否FLASH有问题了？
如何测试呢？
为什么总提示这个？
Extend BootWare Version is not equal,updating? [Y/N]

现在用旧版的也不能启动了，是不是能证明FLASH有问题？这个可以单独更换吗？
串口传的？速率太慢了，直接用以太口传吧。详细的操作指导可以找找版本书里。flash是否坏了没有一个标准的判断方法，可以尝试格式话下flash，另外有条件可以把引擎做下替换测试，看看是否和硬件相关。

我试过，75系列的用以太口传没问题，但这个95的就是连不上！！！

为什么要启动多次呢，我始终搞不明白，原来启动不了时也是一直在重复启动的动作。
我格式化了Flash，重新上传了应用，还是一直在不断重启！！
