MSR 2660 PORTAL 用户分组限速

问题描述：
我在路由器MSR 2660上开启了本地portal服务，protal认证及登录正常，想对portal用户进行分组限速，目前设定了4个分组A、B、C、D。
未开启portal之前使用的是traffic-policy 里的per-ip进行限速的，开启portal之后尝试使用traffic-policy里的per-user进行限速，但发现traffic-policy没有识别portal的用户和user group，在rule里填写user-group，也有尝试指定用户，譬如user TEST，在dis traffic-policy statistics时rule-hit为0，per-user界面也全部为空白。
想请教下traffic-policy这里的user 和 user-group的定义是什么？是否可以使用per-user命令对portal用户进行限速？
