先升级备机再升级主机这种方法行吗？

可以 ，但是你得了解，现场是否有单链路组网得，先写好配置，减少终端时间

以下是参考案例：

1.9  通过issu命令升级典型配置举例

1.9.1  软件包兼容升级配置举例

1. 配置需求

·     IRF由两个成员设备组成：主设备的成员编号为1，从设备的成员编号为2。

·     将Boot、System和Feature系统软件包从T0001015版本升级到兼容版本T0001016。

3. 配置步骤

(1)     升级准备。

# 从TFTP server下载新版本Boot、System和Feature软件包。

从显示信息中可以看出，目前系统处于ISSU分步式升级过程中的Loaded状态，该状态是一个稳定状态，等待进行下一步主备倒换操作；当前只有slot2完成了从T0001015到T0001016版本的升级，slot1还未升级。
