OVS DPDK无法绑定2.5G网卡

起先以为是cvk上ovs/dpdk版本古董了（其他的组件还是h3c linux镜像原生版本），编译了一套新的ovs替换进去情况还是一样，解决不了脑袋好大。同样的硬件跑fd.io的VPP不存在问题。
