问题描述：
下行路由器昨天掉电重启了 业务就上不来 mplslsp邻居能发现 h3c的路由器 但是h3c的路由器无法建立连接 今天更换下行路由器设备还是同样的问题， 所有配置基本正常 h3c路由器还可以和上行设备建立邻居 就是下行不行
