S7503X对接ET924-H-POE端口反复震荡

问题描述：
S7503X一个OLT接口同时对接EGT358-POTS/A和ET924-H-POE，开启自动上线和全局配置所有 ONU 上行最大带宽为上行总带宽的 100%。
ET924-H-POE所在ONU接口反复UP和DOWN
